North Carolina has Yellow Ribbon participants at private and public colleges, but the benefit is not one statewide promise. Each school sets its own participating campus, degree level, contribution, and student limit. For the 2026–27 VA academic year, examples worth checking include Duke University, Wake Forest University, Davidson College, and NC State University.
Always confirm your exact campus and program in the official VA Yellow Ribbon school finder, then ask the school certifying official whether an award is still available. A university name by itself is not enough: law, business, graduate, online, and satellite programs can have different agreements.

How Yellow Ribbon works in 2026–27
At a public college, the Post-9/11 GI Bill generally pays net in-state tuition and mandatory fees for someone at the 100% eligibility tier. At a private college, VA can pay up to $30,908.34 in net tuition and mandatory fees from August 1, 2026, through July 31, 2027.
Yellow Ribbon may help with eligible tuition and mandatory fees left above the applicable base payment. The school contributes under its agreement, and VA matches that eligible contribution. It is not a general scholarship, a housing payment, or a guarantee that every remaining college expense will disappear.
VA applies tuition-specific scholarships, waivers, and reductions before calculating the net tuition and fees it can pay. Housing, meals, transportation, insurance, optional fees, and other living expenses do not become Yellow Ribbon charges merely because a school participates.
Who can qualify?
You must qualify for the Post-9/11 GI Bill at the 100% benefit level and meet VA’s Yellow Ribbon rules. Qualifying paths can include sufficient active-duty service, an eligible service-connected discharge, an eligible Purple Heart, the Fry Scholarship, or qualifying transferred entitlement. Active-duty members and qualifying spouses using transferred benefits have been allowed to participate since August 1, 2022.
VA determines student eligibility; the school determines whether your campus and program participate and whether a limited award remains. Get a current Certificate of Eligibility before relying on an estimate.
Why Yellow Ribbon may not be needed at a North Carolina public university
Many military-affiliated nonresidents can receive the in-state tuition rate under federal or North Carolina rules. The UNC System says eligible veterans and family members covered by the Choice Act may receive in-state tuition if they live in North Carolina when classes begin. North Carolina also describes additional paths for some active-duty families, veterans with qualifying North Carolina connections, and Purple Heart recipients.
That matters because the base Post-9/11 GI Bill can cover net in-state tuition and mandatory fees at a public institution for a 100%-eligible student. If a residency protection removes the nonresident surcharge, there may be no public-school tuition gap for Yellow Ribbon to address.
NC State illustrates the distinction. Its published Yellow Ribbon terms focus on students who are legal nonresidents, are not covered for in-state tuition under Section 702, and have 100% Post-9/11 eligibility. Ask the residency office and the school certifying official to evaluate in-state status before treating Yellow Ribbon as necessary.
Duke University

Duke’s registrar says all Duke schools participate in Yellow Ribbon for the 2026–27 academic year. It also warns that the number of awards differs by school and degree level. Awards are determined first-come after Duke receives the student’s Certificate of Eligibility and acceptance letter; no separate Yellow Ribbon application is required.
A student who changes Duke schools or programs can move to a different award list, and an award may no longer be available. A leave of absence can also affect continued participation. Use Duke’s current school-and-level chart instead of applying one Fuqua, Law, Medicine, Nursing, or undergraduate amount across the university.
Wake Forest University
Wake Forest says its Reynolda Campus schools in Winston-Salem participate, while its School of Professional Studies in Charlotte is not a Yellow Ribbon-matching school. Wake’s published table separates undergraduate, graduate arts and sciences, business, law, and divinity terms; some entries have a dollar maximum, some are described as unlimited, and some have participant limits.
No separate Yellow Ribbon application is required, but limited places are handled according to receipt of the Certificate of Eligibility. Confirm the current academic-year table and your exact school before comparing Wake Forest with another private university.
Davidson College
Davidson currently publishes an annual $10,000 college contribution with up to a $10,000 VA match, for $20,000 in potential combined Yellow Ribbon funding toward the eligible bill. Participation is limited to 16 students and is first-come. Students should notify Davidson after accepting admission and provide their eligibility letter.
Davidson treats many VA education benefits as outside resources when coordinating need-based aid. A large Yellow Ribbon figure therefore should not be added mechanically on top of an unchanged financial-aid offer. Ask for a revised net-price calculation that includes Chapter 33, Yellow Ribbon, grants, expected contribution, housing, meals, and other uncovered costs.
NC State University
NC State says participating students can receive up to $7,900 per term beginning fall 2025. It is approved for up to 25 awardees, with openings assigned first-come following admission each term.
The university lists three central conditions: legal residence outside North Carolina, no in-state treatment as a covered individual under Section 702, and 100% Post-9/11 eligibility. Participation can end if the student graduates, becomes a North Carolina resident, gains Choice Act coverage, or becomes active-duty personnel stationed in the state.
How to find every current participant
- Open VA’s official finder. Select the 2026–27 academic year and North Carolina.
- Search the exact institution. Check for separate campus, program, undergraduate, graduate, law, medical, or business entries.
- Read all three numbers. Note the school contribution, number of students, and degree level. VA’s match is separate from the school contribution.
- Confirm availability. A listed agreement can still have a full first-come allocation.
- Ask about aid coordination. Find out how tuition-specific aid and institutional grants affect the net bill.
- Get the answer in writing. Save the school certifying official’s calculation, deadline, required documents, and continuing-eligibility rules.

Does Yellow Ribbon cover every cost at a participating school?
No. It applies to eligible net tuition and mandatory fees under the school’s agreement. Housing, meals, transportation, and other living costs are separate.
Is UNC–Chapel Hill automatically a better Yellow Ribbon choice than a private college?
No comparison can be made from the university name alone. At a North Carolina public university, in-state tuition protections may allow the base GI Bill payment to cover eligible net tuition and fees without Yellow Ribbon. Verify your residency treatment and exact program.
Does “unlimited” mean the school pays unlimited college costs?
No. It normally describes a school’s contribution or participant limit within its agreement. Payments still apply only to eligible net tuition and mandatory fees, after the base Post-9/11 GI Bill calculation.
Can a spouse or dependent use Yellow Ribbon?
Some people using transferred Post-9/11 entitlement and eligible Fry Scholarship recipients can qualify. VA must confirm the 100% eligibility tier and the applicable eligibility path.
